Silt Fencing-

Silt fence is a temporary fencing product that prevents the movement of silts from the construction site to the surrounding areas. Often those areas surrounding the site are environmentally sensitive. Silt fences are placed around the perimeter of the construction site and installed with the fence bottom in a shallow trench to prevent water from slipping underneath the fence.

Contractors Guide

  • The parcel owner or an authorized representative must obtain the EPA's provisions permit and file a NOTICE OF INTENT (NOI) prior to beginning any construction activities. As part of the permitting process, a best management practice (BMP) plan, schedule of activities, and a prohibited activities decree must be prepared. Once the permit is issued, the owner is required to implement a monitoring program and maintenance schedule to prevent or reduce pollutant discharge.
  • The key document for regulating site activities is the STORMWATER POLLUTION PREVENTION PLAN (SWPPP). The manual includes the BMP plan, schedule of activities, and prohibited activities for the site. The SWPPP must be completed before filing an NOI, and most local agencies now require that the SWPPP be included prior to issuing permits. Once constructions begins, the SWPPP and the associated permits must be available on-site for reference by construction personnel and regulatory agencies.
  • The NOI is submitted with an APPLICATION FEE. Authorization is usually granted 48 hours after the date the complete NOI is post-marked to the appropriate Agency Notices Center. The fee for a large construction site (5 acres or larger) is $300. The fee for small construction sites that are 1 to less than 5 acres is $150.
  • Operators should submit a NOTICE OF TERMINATION to discontinue permit coverage when the building site no longer discharges any stormwater associated with industrial activities.
